This is just fancy time lapse photography. I monitored the rate of pupil dilation thoughout the video and it was consistent with the camera being sped up during portions of the video that had no speech. It was only during these points did his clapping reach anywhere near 14 claps per second. Pssht. Anyone can speed up video to clap that fast.
